Eligibility Requirements
To apply for a license in the Garden State, you must meet the following criteria:
Age
Permit: Minimum age is 16 with enrollment in a driving education course — otherwise, the minimum is 17.
Probationary license: Minimum age is 17 after completing the permit phase.
Full license: Minimum age is 18 after completing all requirements.
Residency
Show proof of residency, like utility bills or rental agreements.
Identity Verification
NJ follows a Six-Point Identity Verification Program requiring the following documents:
One primary ID (e.g., birth certificate, passport).
One secondary ID (e.g., student ID, bank statement).
Proof of Social Security number (e.g., SSA card, W-2).
Proof of address (e.g., utility bill, official mail).
Legal Presence
All applicants, including non-citizens, need proof of legal U.S. presence.
Social Security number (SSN)
If ineligible for an SSN, you’ll need a letter from the SSA and additional ID.
Education
Teens seeking a permit must complete a state-approved course covering safety, traffic laws and road signs, which will help them prepare for tests.
Steps to Getting NJ Credentials
New Jersey follows Graduated Driver License (GDL) laws, a tiered system to help new drivers gain experience. The process involves three stages:
Learner’s Permit (Age 16)
To apply for a learner’s permit, you must be at least 16 years old and enroll in a state-certified training school. Provide 6 Points of ID, proof of residency and Social Security verification. You’ll also need to pass a vision screening and a written test on traffic laws and road signs.
Permit holders may only operate a vehicle under supervision and are restricted from doing so between 11:01 p.m. and 5 a.m. The supervising adult must be at least 21 years old, hold a valid state credential and have three years of experience. Passengers are limited to a parent/guardian and one other person.
Probationary License (Age 17)
To qualify, complete at least six months of supervised practice with no suspensions or violations. Schedule and pass the practical exam at your local Motor Vehicle Commission (MVC) office.
Probationary credential holders still cannot operate a vehicle between 11:01 p.m. and 5 a.m. Only one additional passenger is allowed unless a parent or guardian is present. Use of electronic devices, hand-held or hands-free, is strictly prohibited.
Basic License (Age 18)
After holding a probationary credential for at least one year without violations, you can upgrade to a basic credential at age 18. Visit an MVC office with your probationary credential and required documents, pay the applicable fee and complete the process.
The GDL program helps new operators develop safe habits gradually, with penalties for violations during the process.
Testing Details
To legally operate a vehicle in NJ, residents must complete several evaluations to demonstrate skills and knowledge. These tests confirm compliance with safety and legal standards.
Knowledge Test
The process starts with a written exam at your local MVC. It assesses knowledge of road signs, traffic laws and safe practices. Use the NJ Manual and online quizzes to prepare.
Vision Test
Before the practical evaluation, pass a vision screening to confirm adequate eyesight. This can be completed during your initial MVC visit.
Road Test
